Higher Education: The rules for implementing EGY-AID (Cultural Exchange – Subcommittee on Expatriates of the Ministry of Foreign Affairs) scholarships for both levels (undergraduate – postgraduate) according to the following:
Scholarship students are registered through the scholarship portal in accordance with the rules regulating that.
The student pays $100 upon registration in exchange for examination and evaluation of documents uploaded by the student on the platform.
– The deadline for applying for grants is 9/15/2023.
– The student fulfills all qualifying conditions for admission to Egyptian universities at the stage of study in which he is nominated to obtain the scholarship.
– A student who applies through the website of the “Study in Egypt” platform at his own expense and who completes all procedures has the right to apply for the scholarship track (EGY-AID) in the same year.
Scholarship students may not be registered before receiving a response from the relevant security authorities.
– Percentages of the scholarships provided through cultural programs and agreements and the Subcommittee for Expatriates at the Ministry of Foreign Affairs are allocated for nominations to the colleges of (Medicine – Engineering – Computers and Information), according to what the committee deems appropriate and according to the numbers of students applying to study at their own expense, as well as the numbers of applicants for scholarships from each country. One country at a time.
– For international students nominated for scholarships, they are accepted into Egyptian universities in regular departments and divisions only, and if one of them wishes to enroll in a special study program with tuition fees, the student pays the tuition fees and expenses imposed on foreign students at their own expense for the same program.
– The prescribed scholarships are distributed to all universities throughout the Republic, within the limits of the universities’ capacity, in proportion to the number of incoming students at their own expense.
– International students whose acceptance has been approved by the Presidency of the Republic are not entitled to benefit from scholarships or apply for an exemption or reduction in tuition fees and expenses imposed on foreign students in foreign currency, with the exception of students receiving Agency for Development scholarships at the Ministry of Foreign Affairs.
– Universities provide the Ministry of Higher Education and Scientific Research – the Central Administration for International Student Affairs – with a statement of students who are recruited at the expense of Nile Basin programs or agreements, European Union projects, a foreign grant through joint projects, training courses in Arabic language centers at universities, or any training. Short-term, accompanied by a copy of the concluded agreement or exchange letters with foreign universities, in addition to copies of students’ passports for approval by the competent authority.
– Scholarship students from African countries (Anglophone – Francophone) are exempted from tuition fees in the language departments of Egyptian university faculties, except for new programs, in accordance with the decision of the Supreme Council of Universities at its session on 8/19/2017.
– It is not permissible to exchange some or all of the number of university scholarships offered for postgraduate scholarships or vice versa.
– It is not permissible to postpone the implementation of scholarships for which nominations have been approved from one academic year to the following year except after presenting them to the competent committee.
– The scholarship will be forfeited if the student does not benefit from it in the year of nomination, and it will not be replaced by another student.
Conditions for applying for the grant.
– The student applying for the scholarship must be academically excellent and meet the minimum requirement (70% high school diploma (for the undergraduate stage – good grade for the postgraduate levels).
– The maximum age is available (19 for university level – 26 years for master’s – 32 for doctorate).
– Submitting a research proposal for those wishing to enroll in postgraduate studies.
– Submit the documents and information required for submission.
– Write a good personal letter.
– Submit at least two letters of recommendation, along with providing the recommenders’ information (phone – email) to communicate with them when needed.
– Submit a detailed CV.
– Conducting a personal interview via Zoom or phone, according to the available mechanism, for those initially selected from the evaluation and selection committee.
Criteria for comparison between applicants/candidates for the scholarship.
– Preference is given to those with the highest grades.
– Priority is given to the student applying for the scholarship only (without applying at private expense).
– Priority is given to the youngest.
– For postgraduate studies, priority is given to those who have approval to study from an Egyptian university, or a highly ranked foreign university.
Reasons for cutting or reducing the scholarship (unless the student has a compelling excuse approved by the College Council):
– If the student is rejected by the relevant authorities.
– Failure to register regularly in the maximum number of academic subjects in each semester and according to the specialization requirements.
– Failing or the student not achieving the required academic level (good).
– The student who fails will pay 100% of the tuition fees for the year following the year of failure.
– Those with an overall grade of less than good must pay 50% of their tuition fees for the following year.
– The full scholarship will be resumed if the student achieves a good grade in the year following the scholarship’s termination.
– If the student is convicted of a felony or a misdemeanor involving moral turpitude.
Incentive grants:
– Granting the top graduates of international students at the university level who have not previously received scholarships, a 50% reduction in the value of tuition fees for postgraduate studies, to encourage them to complete their studies in postgraduate studies at their personal expense in Egyptian universities.
– Granting all international graduates (non-first-year students) at the undergraduate level a 25% reduction in the value of tuition fees for the postgraduate level, to encourage them to complete their studies at postgraduate level.
